Now you might be shocked that why ads are not shown in your apps.It is because most of the people are making apps with many admob ads and they do self clicking that directly affected to the big companies who give ads to google.
So to minimize this loss they use article 13 policy in every google product and admob is also one one them.But don't worry it will be normal very soon.
